Неопределительное добавляет дополнительную информацию о чём-то уже известном и всегда выделяется запятыми (например: "her first novel, which won the prize").

Можно ли использовать "that" вместо "which" или "who"?

"That" можно использовать вместо "which" или "who" только в определительных придаточных. "The city in which I was born" — правильно, а "the city in that I was born" — ошибка.

"Whom" используется, когда относительное местоимение выполняет роль дополнения глагола или стоит после предлога: "the person whom we hired" или "the director to whom I reported".

Для сокращения активного придаточного уберите относительное местоимение и вспомогательный глагол, замените на причастие настоящего времени (-ing): "the man who is waiting" → "the man waiting". Для пассивного уберите местоимение и глагол "be", оставьте причастие прошедшего времени: "the form that was completed" → "the form completed".

Например: "She passed her exam, which surprised her parents."
